Aviation Engineering
Hole Montes is the only Southwest Florida-based engineering firm that offers Aviation Engineering. The firm has continuously served the Lee County Port Authority since 1998 and has successfully completed hundreds of quality projects on time and within budget. Hole Montes’ aviation division has also provided services to Collier County and City of Naples Airport Authorities for the development of their airports since 1999.
From runway pavement analysis to runway extensions and hangar designs, our staff of professionals is well-versed in the tools and expertise to ensure the successful completion of each of your airport projects.
Environmental Engineering
Our environmental engineering professionals have provided design, consultation, and project management services for water, wastewater and water reuse systems throughout Southwest Florida and taken a leadership role in the planning and development of regional wastewater systems in order to meet the demands of the growing permanent and seasonal populations. Providing an ample water supply is a key element in developing and maintaining quality of life in any community. Throughout the course of our years of service to Southwest Florida, our staff has designed and inspected numerous water and wastewater treatment plant projects, countless force mains and lift stations, and hundreds of miles of water and sewer lines for such clients as Lee County, the City of Fort Myers, the City of Cape Coral, Collier County, the City of Naples and a host of other municipalities.

The preliminary phase of the urban design processes dedicated to the site specific study of location, neighborhood context, site and zoning, legal elements, natural physical features, man-made features, circulation, utilities, sensory, human and cultural, and climate components.

Sector Plans and Development of Regional Impact (DRI) Process
The DRI process provides for state and regional review of the impacts anticipated by large developments that, because of their character, magnitude or location, would have a substantial effect on the health, safety, or welfare of the citizens of more than one county. Current clients include Hacienda Lakes, The Commons of Naples, Bretonne Park and Parklands DRI.
Land Use Approvals
Land use and local government law has evolved dramatically over the recent years as Florida struggles with heightened environmental concerns and exponential growth. Today, the burden of accommodating growth falls on the private sector and navigating the complex bureaucratic waters becomes more difficult and complex. Dealing with Florida’s development of regional impact, comprehensive planning and a myriad of zoning procedures and land use systems is complicated.
Our staff of professionals has the ability to handle complex environmental compliance and permitting issues and represents clients such as Naples Reserve PUD, Hammock Park Commercial Center, St. Peter’s Catholic Church and PinkShell Resort to name a few.
Master Planning and Site Design
A master plan is a “blueprint” for the future, intended to guide and frame development, encompassing the visions and aspirations of the developer. As population reaches capacity at the coastlines and inner-city, there is the potential for well-planned, well-designed new communities and also the well thought-out “infill” and assembled projects. Our planning team has performed conceptual planning, entitlements, development permitting, and monitoring for numerous Developments of Regional Impact (DRIs) and master planned communities. From residential development to regional commercial projects to mixed use centers and new communities, our clients benefit from this experience with the unique challenges and ever-changing legislative framework for large scale projects.
Comprehensive Planning and Zoning
The principles of zoning regulation were established over 100 years ago in 1916 with the first Zoning Code in New York City were solicited with the landmark Euclid v. Ambler decision by the U.S. Supreme Court. However, the rules of the game are ever-changing. The same is true for the comprehensive land use policies rooted in Florida Growth Management Act of 1985, which change through yearly legislative action. Our planning team performs a wide range of services including those associated comprehensive plan amendments, Future Land Use Map amendments, rezoning, conditional uses, special exceptions. annexations, and variances. Utilizing this experience, continuing education, and agency action monitoring, we are able to update, anticipate, and act on opportunities for our clients including Collier County Master Mobility, Citrus County Pathways Plan and The Carlisle.
Property and Home Owners Associations
As a long-standing consultant in Southwest Florida, Hole Montes has in-depth knowledge of the requirements necessary to meet all local codes, regulations and permits. The team has developed relationships with reviewers at all levels of Collier County and Lee County, the South Florida Water Management District, Florida DEP and the U.S. Army Corps of Engineers. The firm currently holds Continuing Engineering Services contracts with City of Naples, Collier County, City of Fort Myers, Lee County, City of Cape Coral, and other municipalities which routinely call upon us to provide services similar to those required by Community Development Districts, and Homeowner and/or Property Owner Associations.
Hole Montes is quite familiar and experiences with fulfilling the needs a Chapter 190, Florida Statutes Community Development District may require of the EOR and have experience in providing:
- Preparation of annual bond reports, environmental monitoring data, and/or water use data
- Expert attendance at meetings of the District’s Board of Supervisors related to various EOR duties
- Expert advice in waterway management including lakes, wetlands and preserves
- Assistance in annual Capital Improvement Planning

Surveying and Mapping
From the beginning, the Hole Montes Surveying and Mapping team has been instrumental in the growth of our firm and of southwest Florida. With nearly 40 years of survey records combined with the latest technology and equipment, we offer accuracy and efficiency. Hole Montes, with staff licensed by the Federal Aviation Administration to commercially fly an unmanned aircraft system (UAS), continues to be state-of-the-art with drone technology to allow survey and aerial mapping of projects.

Architects of the Land

In the 1850s, Olmstead was commissioned to design Central Park in New York City, where he regarded himself as an Architect of the Land, whereby the term and profession of Landscape Architecture was born.
